Project Overview

The Tourism Cluster Research Database (TCRD) website was designed and developed in 2006 by Isura Wickramarachchi as a dynamic PHP/MySQL web application for the Tourism Cluster Research Database (TCRD), an initiative funded by USAID under the Tourism Cluster programme in Sri Lanka.

Unlike a conventional corporate website, TCRD was developed as a secure online research and statistical database that enabled hotels, tourism operators, industry associations, researchers, and government agencies to collect, manage, analyse, and compare tourism industry data. The system was created to support evidence-based decision making within Sri Lanka's tourism sector by providing a centralized platform for performance reporting and statistical analysis.

The project combined a public information website with a secure member portal and a comprehensive administration system, making it one of the most technically advanced tourism information systems developed in Sri Lanka during that period.

Design & Structure

The website features a professional government and research-oriented design that emphasizes information accessibility and structured navigation.

The homepage introduces the Tourism Cluster Research Database with a panoramic coastal banner representing Sri Lanka's tourism industry. The interface is organised into clearly defined information panels that separate research content, industry resources, useful links, and system access.

A secure member login area is positioned prominently near the top of the homepage, allowing registered hotels and tourism organisations to submit confidential statistical information and access industry reports.

The central content area explains the objectives of the Tourism Cluster programme, introduces participating organisations, and provides detailed information about the research database. Demonstration graphs illustrate how participating hotels could compare their performance against industry averages, making complex statistical information easier to understand.

The right-hand column presents tourism news together with links to important government institutions and tourism-related organisations, creating a comprehensive information portal for the industry.

The interface combines blue, white, orange, and grey, creating a professional identity suitable for government agencies, international development organisations, and research institutions.

Unique Design Concept

One of the most innovative aspects of the project was the transformation of a traditional informational website into a secure online tourism research platform.

Instead of simply publishing reports, the website allowed participating tourism businesses to submit operational data through authenticated accounts. The collected information was processed and presented through comparative reports and graphical performance analysis, enabling organisations to benchmark themselves against industry averages while maintaining data confidentiality.

This combination of research database, statistical reporting, secure login, and public information portal was highly advanced for Sri Lanka's web industry in 2006.

Unique Design Features

  • 100% custom-designed interface developed specifically for the Tourism Cluster programme.

Significance

The Tourism Cluster Research Database (TCRD) project represents one of Isura Wickramarachchi's most sophisticated government and research information systems, combining database development, statistical reporting, secure authentication, and content management into a single integrated platform.

Developed for a USAID-funded national tourism initiative, the system demonstrated how web technologies could be used not only for information publishing but also for collecting and analysing confidential industry data. The platform enabled tourism businesses, industry associations, researchers, and government organisations to access meaningful performance indicators and comparative reports, supporting informed decision-making across Sri Lanka's tourism sector.

The project highlights Isura Wickramarachchi's expertise in developing complex database-driven web applications tailored to the operational needs of large organisations. Through its custom administration system, secure data management, statistical reporting tools, and carefully structured user interface, TCRD became far more than a website—it was a comprehensive online research platform that supported the modernization of Sri Lanka's tourism industry. More than two decades later, the project remains an outstanding example of early web-based business intelligence and research system development in Sri Lanka.

සේවාදායකයා පිළිබඳව

The Tourism Cluster comprises of key tourism industry associations (THASL and SLAITO) and was formed in April 2000 with the assistance of the U.S. Agency for International Development (USAID) funded The Competitiveness Program (TCP). The Cluster was initiated to devise a unified, industry-wide strategy to enhance the competitiveness of the Sri Lanka tourism industry. On May 10, 2004 the Tourism Cluster registered as a non-profit company.

The key objective of the Tourism Cluster is to develop and implement a strategy designed to increase the average spend per tourist by repositioning Sri Lanka as a recognized destination for sustainable, differentiated products and services that command a premium price. The key components of this strategy are to improve the tourism product mix, upgrade and develop existing tourism assets, modernize key industry institutions and reform the policy environment.

Typical of the Tourism Cluster Achievements:

  • Tsunami Recovery Programme -  2005
  • Cycle Trail from Kalutara to Galle 2005
  • European Promotion using TV and Print Media 2005
  • Indian Promotion using TV and Print Media 2006
  • Supporting Tour Operators to carry out promotions in Europe 2005
  • Setting up of a model Eco-lodge – 2005 up to date
  • DVD was produced in 4 languages and distributed among the stake  holders of the industry as part of Tourism  promotion
  • Supporting the Galle Literary festival
  • Supporting the Sri Lanka Festval in London- 2006

A USAID funded Sri Lanka Tourism marketing campaign was conducted in India aimed at increasing Indian tourist arrivals into Sri Lanka. This is a first of its kind private sector initiative.

The key initiatives under the Tourism Cluster Research Project-

  • Airport Exit Survey 2007
  • Tourism Cluster Research Database (TCRD)
  • Manual data gathering effort
  • Monthly report on tourist arrivals based on non-confidential passport scan information from the Department of Immigration

The Tourism Cluster will continue to work on the identified strategies and to function as a public-private partnership as “one voice” to improve industry competitiveness.
