ABOUT THE PROJECT

Project Overview

The IUCN Sri Lanka Information Portal was designed and developed in 2006 by Isura Wickramarachchi in collaboration with SIMULA CORP as a dynamic PHP/MySQL web application for the IUCN Sri Lanka Country Office.

The website was created as a centralized environmental information system to support researchers, government agencies, conservation organizations, environmental professionals, and the general public. Rather than functioning as a conventional corporate website, the portal was developed to provide structured access to environmental data, biodiversity information, conservation projects, publications, and regional environmental resources throughout Sri Lanka.

The system enabled users to search environmental information by district while providing regularly updated news, project information, publications, and conservation activities. At the time, this represented one of the more comprehensive web-based environmental information systems developed in Sri Lanka.

Design & Structure

The website features a clean, information-focused design built specifically for managing large volumes of environmental data.

The homepage is organised into several functional information areas that allow visitors to quickly access different types of environmental resources.

A large banner featuring traditional Sri Lankan artwork establishes the country's cultural identity while complementing the organization's environmental mission. Alongside the banner, a map of Sri Lanka reinforces the portal's nationwide coverage and geographical focus.

The left navigation panel provides direct access to the portal's major information categories, including:

  • IUCN Home
  • Environmental Agencies
  • District Environmental Profiles
  • District Environmental Plans
  • Environmental Projects
  • Environmental Publications
  • Library of Information
  • Environmental News & Events

A district-based environmental search engine is positioned prominently on the homepage, allowing visitors to search environmental information geographically—an advanced feature for government and NGO portals during the mid-2000s.

The centre content area introduces the IUCN Sri Lanka programme while presenting featured conservation information, and the right sidebar highlights the latest environmental news and announcements.

The interface combines blue, green, yellow, and white, creating a calm, professional identity that reflects environmental conservation while maintaining excellent readability.

Unique Design Concept

One of the most innovative aspects of the project was the creation of a geographically searchable environmental information portal.

Rather than publishing environmental reports as isolated documents, the system organised information according to Sri Lankan districts, making it easier for researchers, planners, and policymakers to locate region-specific environmental information.

The homepage functioned as an integrated environmental dashboard where multiple categories of information—including projects, agencies, publications, news, and district profiles—could be accessed from one location.

Unique Design Features

  • 100% custom-designed interface with no commercial templates.
  • Dynamic PHP/MySQL environmental information system.
  • District-based environmental search engine.
  • Environmental agency directory.
  • District environmental profiles.
  • Environmental project management.
  • Publication and library management.
  • Dynamic news and events management.
  • Secure administrator login system.
  • Interactive Sri Lanka map supporting geographical identity.
  • Modular homepage presenting multiple information categories simultaneously.
  • Professional blue, green, yellow, and white environmental colour palette.
  • Information architecture designed specifically for researchers, NGOs, and government institutions.

Unlike many environmental websites developed during 2006 that simply published reports online, the IUCN portal functioned as a searchable environmental knowledge base, allowing users to retrieve information by geographical location and subject area.

Technical Highlights

  • Dynamic PHP/MySQL web application.
  • Custom-built administration system.
  • District-based environmental database.
  • Search engine for environmental information.
  • Dynamic content management.
  • Publication management.
  • News and event management.
  • Environmental project database.
  • Library information management.
  • Secure administrator login.
  • Cross-browser compatible with major web browsers available in 2006.
  • Optimized for frequent content updates and large information repositories.

Significance

The IUCN Sri Lanka Information Portal represents one of Isura Wickramarachchi's most significant government and environmental information systems. Developed for one of the world's leading conservation organizations, the project demonstrated how web technologies could be used not only for communication but also for environmental knowledge management.

By integrating searchable district profiles, conservation projects, environmental agencies, publications, and dynamic news into a single web application, the portal provided researchers, environmental planners, government institutions, NGOs, and the public with an efficient platform for accessing environmental information across Sri Lanka.

The project also highlights Isura Wickramarachchi's expertise in developing large-scale information portals where usability, structured content management, and efficient information retrieval were critical. Rather than building a conventional website, he created a comprehensive environmental information system capable of supporting conservation initiatives and decision-making processes nationwide.

More than two decades later, the IUCN Sri Lanka portal remains an excellent example of early environmental knowledge management through web technologies, demonstrating how custom PHP/MySQL development could successfully organize complex scientific and environmental information into an accessible digital platform for a wide range of users.

Project Status

Although the IUCN Sri Lanka Information Portal was fully designed and developed and had reached the final pre-launch stage, the organization requested that the public launch be temporarily placed on hold due to internal organizational considerations. As a result, the website was never officially released to the public in its completed form.

Despite not being launched, the project successfully demonstrated Isura Wickramarachchi's ability to design and develop a large-scale, database-driven environmental information system with advanced search capabilities, structured content management, and an intuitive user interface. The completed portal showcased a modern information architecture for its time and reflected the technical standards required by an international conservation organization such as IUCN.

The project remains an important milestone in his professional portfolio, highlighting his experience in delivering complex web solutions for international organizations, even when external circumstances prevented the final public deployment.
